Bug Report: HTML Hode produces staggered lines

Summary:
When I enter an event, I select a photo (which creates a thumbnail on
the right), and enter event description.  At some point, I decide
to switch to HTML Mode.  Then I usually select the HTML button to
enter HTML code directly into the pop-up edit window.  I have the
WordWrap selected.  All text wrapping and line (br) and paragraph
(p) breaks appear to work OK.  But when I submit the event for
publication and then view the event, the paragraph and line breaks are
messed up.  I go back to edit->HTMLMode->HTML I see that
what appears to be random HTML BR tags inserted at various points,
which is causing the staggered lines being displayed.  Please
advise.  Platform: Win/XP latest, 600x800 monitor mode, Netscape
7.1 browser.
