Forums: Improved Moderator Control of Topics

Group leaders currently have access to edit and delete in their controlled forums, but the delete process may not be working correctly and even if it is, it's really difficult to understand how to use it. Group leaders should be able to pull up a page with a list of all topics in his/her group and check off ones that need to be deleted or closed.
