Registration: Make privacy policy more obvious at signup

We've had a notable number of people who have either failed to sign up because they were unsure about Social Wave's privacy standards or because they couldn't find any privacy policy information. We have one, but it's not visible enough, especially during the sign up process when it's most important.

As an added step, we need to purchase secure certification and set it up so that people who have extreme privacy concerns will feel more assured that Social Wave is really what it claims to be.
