Photo Radar - Still in force? Legal?

Home Remodeling Salesperson in San Jose, CA
I heard that San Jose was discontinuing the Photo Radar program. Any
one hear any news about this. I have all sorts of Radar spots in my
neighborhoods in So San Jose. I avoid these streets. Has it ended?
What was the reason for discontinuing it? Not legal, too expensive,
ineffective? Any info is appreciated.

Update: The city is switching from an enforcement penalty (tix) to a warning mode (letter) as per Council meeting on 3/6/07. The effective date of the change was 2/22/07. It has not been determined if it was ever legal so enforcement will have to wait for a specific law to pass in Sacramento.
